CoVE typically brings together a wide range of local partners, such as VET providers, employers, research centres, development agencies and employment services (among others), to develop “skills ecosystem” that contribute to regional, economic and social development, innovation and smart specialisation strategies (S3). From this perspective, this article answeres the question: how to create a national/regional CoVE in the ICT sector that would link these partners and stakeholders in the creation of technical and soft skills needed to implement the digital transformation?
